Nori (能吏)

Nori means a person with high political or administrative skill.

Tracking back through the history, the word can be found in historical texts of ancient China.

Normally, those figures who are referred to as excellent bugyo (shogunate administrator), wonderful prime minister, or wise marquis are nori.
